PCS Adopts “Analysis, Not Prediction” as a Public Development Principle
New interfaces and explanations distinguish observation, association, interpretation, uncertainty, and evidence still needed.

PCS does not claim to predict the future and does not treat a language model’s internal memory as a source of real-time facts. Current observations form the factual foundation, while AI supports search, comparison, statistics, interpretation, and new questions.
The public development principle requires results to state source, observation time, status, and limitations, while distinguishing association from causation, models from observations, and research previews from operational functions. A failed source may therefore show UNAVAILABLE; it must not be hidden behind an apparently precise number.
